How to Promote International Level of Schooling If I Were the School Committee

A. Introduction
    RSBI and SBI schools still be pros and cons in the community. How that schools is not as though, RSBI and SBI are at the highest caste of the schools that exist in Indonesia. RSBI and SBI schools who do not receive financial support slightly from the central government and local government, schools are regular or ordinary must be very clever to manage the funds that are very limited. RSBI and SBI schools has the authority to withdraw money (SPP) or school development money that are not small from student’s parents, so it is reasonable that parents of students expect more from RSBI and SBI schools. Indeed RSBI and SBI schools offers luxurious facilities, student-centered learning, teachers are more qualified and methods learning are varied, but still many parents who doubt it- it is because they assume when their children enter RSBI or SBI school, they would become commodity to generate more money for the school. Apart from those things that many education observers doubt it will effectiveness of learning in RSBI and SBI schools, they judge there are still many RSBI and SBI schools has not competently perform its functions. Many RSBI and SBI schools is still too much teacher oriented in their teaching learning process. Also there are found many RSBI and SBI schools that have not been using English in the teaching learning process, classroom management was not an innovative and tend to be monotonous.

So, to change that paradigm RSBI and SBI should be the representation of the regional and the community needs. RSBI and SBI school not only must has supports from stakeholder but also has international components. The international components including teacher competencies, quality of the facilities, sustainable head master, and financial supports.
People actually have the right to participate in the management education programs in schools (including planning, monitoring and evaluation school programs), then it is feasible that community find out more about their rights and responsibilities in detail and clearly. However, the government in this case the Ministry of National Education does not provide socialization to public about this. And if the public knows and understands about the ins and outs of the education world, including the rights and obligations, then the role and the community can further advance the school. Forms of community participation for the development of the quality of education is through the school committee. Through school committee community can act as an advisory agency, supporting agency, controlling agency, and the mediator agency.
Amid the pressure to stop the RSBI and SBI schools (read: Wah...Desakan Hentikan RSBI/SBI Menguat!, http://nasional.kompas.com/read/2011/03/09/10331949/Wah.Desakan.Hentikan.RSBI/SBI.Firmed.), the community needs to take a role in promoting the RSBI and SBI schools are feasible in Indonesia. Truly RSBI and SBI schools provide quota 20% for disadvantaged communities through a scholarship program, but assumption the cost schools in RSBI and SBI schools are not affordable already inherent in society, moreover the notion that school quality RSBI and SBI has not been in accordance with obtained by the school budget. For that community in the school committee needs to more active role to prove that the public perception will be RSBI and SBI schools were wrong. How to advance the school committee RSBI and SBI schools as a quality school? How to convince people to enroll their children in RSBI and SBI schools?

B. How to Promote International Level of Schooling If I Were the School Committee
If I was one of the school committee members then my step to advance the RSBI and SBI schools are:
1.      I will provide advice on policies and educational programs are made by the school to be more pro-students progress. The student has paid the school with the cost of not less then reasonable if school policies and programs should be oriented to the student. One of my suggestions is to promote the cross-subsidy scholarships to student parents who earn a lot, obligated to pay more for use as scholarship money for students who come from families who can not afford. In this case I suggest that education programs consider to the needs of the communities about competence of graduates from RSBI and SBI schools, RSBI and SBI graduate school should have more competence than the regular school graduates.
2.      In making the school budget as a member of the committee I will be more focus about the improvement of the quality of RSBI and SBI schools, both in terms of inputs, processes, outputs, and outcomes. Management of budget should can be accounted, in the preparation of budgets as a member of the school committee budget utilization should focus on the interests of students and managed in a transparent manner.
3.      As a school committee member, I also urge all members of the school committee provides specific standards about performance criteria of the educational unit in RSBI and SBI schools. Those working in education units must be a professional, competent, and responsible.  It’s feasible that the people who worked as an educational unit in RSBI and SBI schools have higher standards for school improvement. Education units must be able to develop the curriculumin accordance with regional characteristics and are able to characterize the RSBI and SBI school. School committees also apply special criteria for teaching staff in RSBI and SBI schools.The teacher at the RSBI and SBI shall has Internaional standard anyway. The teacher must have capabilities more than the regular school teachers, from the aspect of pedagogical competence, professional, social, da personality of international standard should be no loss of Indonesian national identity. Teachers should be able to manage the learning process effectively and efficiently. They use technology as a tool rather than as a destination.
4.      As a school committee member I would sue the school provide the facilities in accordance with the fee paid students. RSBI and SBI schools shall have the support facilities that facilitate students' learning activities. Students should always be facilitated to learn anytime and anywhere. Existing facilities in RSBI and SBI schools shall managed well. Use of technology must be as a learning tool rather than as learning objectives.
5.      If I were a school committee member from the business then I will provide financial assistance for the development of school quality. I will participate in order to oversee the use of these funds are used for the development of character and competence of students in RSBI and SBI schools, not for personal interests of teachers and educational unit.
6.      As my committee members will also control all policies and school programs to transparent and accountable. Every policy and program should be created for the benefit of students.
7.      If I am a member of the school committee from prominent figures, I will act as a mediator between the school as the organizer of the educational unit with the government to support the advancement of education. This is important because RSBI and SBI schools impossible to walk independently, RSBI and SBI schools need support from government in terms of financial, thinking, until the government policies should encourage the educational advancement of this country.
So as a member of the school committee a lot of things to do to advance RSBI and SBI schools. School committee is a form of communication with the public school that aims to make schools and communities have a common goal which is synchronous so that the purpose of school and community education activities will be achieved.
